Peter Antolik
Highways Director, Office of Rail and Road

Peter Antolik is the director of the Highways Monitor, and leads the ORR’s independent monitoring function for England's strategic road network. He is primarily responsible for monitoring whether Highways England is delivering government's Road Investment Strategy and its management of the strategic road network – the motorways and main 'A' roads in England.

Prior to joining ORR, Peter was an Executive Director in the Infrastructure Investments Group at JPMorgan Asset Management. He has also held senior positions at Thames Water, Macquarie Bank, Barclays Funds and Andersen Consulting.

Roger Bailey
Asset Management Director, Thames Tideway

In 2014 alone, 62 million tonnes of untreated sewage was discharged into the tidal River Thames. In a typical year the figure is 39 million tonnes. To tackle this unacceptable problem is the Thames Tideway Tunnel, a 25km long interception, storage and transfer tunnel under the Thames, collecting sewage from the 34 most polluting discharge points along the river.

Roger Bailey, Asset Management Director at Tideway, will highlight the technicalities of construction and the unique business model designed to deliver this £4.2 billion project, the largest of its kind in the wastewater industry.

Roger joined the Thames Tideway Tunnel project in February 2012 as Head of Asset Delivery in the Thames Water Client team and transferred to Thames Tideway Tunnel Ltd, now Tideway, as Asset Management Director in September 2014. Roger is a chartered civil engineer and has held board level positions in both contracting businesses and engineering and planning consultancies prior to joining the project. The first 20 years of his career was in the geotechnical contracting sector (mining, piling and ground engineering) in the UK and overseas before moving into transportation consultancy (highways, rail, aviation) for organisations such as Crossrail, Network Rail, TfL, Highways Agency and Department for Transport.

Victoria Hills
CEO, Old Oak and Park Royal Development Corporation

Victoria is a chartered town planner with 20 years post-graduate experience, working in local government (Wycombe District Council), consultancy (Steer Davies Gleave) and most latterly at the Greater London Authority.

Working for the Mayor of London, Victoria spent seven years working in the Mayor’s Transport Team, and then a further three years in the Mayor’s 2012 City Operations Team, as Head of Programme, before returning to the GLA’s Transport Team as Head of Transport in autumn 2012 to drive forward delivery of the Mayor’s Transport Strategy, Infrastructure Plan and transport manifesto commitments.

In autumn 2014 Victoria was seconded to set up the Mayor’s second Mayoral Development Corporation, Old Oak and Park Royal (OPDC) where in April 2015 she took up the position of Interim Chief Executive Officer, and was permanently appointed in June 2015. This exciting role sees Victoria utilising her planning, transport and programme management expertise to drive forward the transformation of Old Oak and Park Royal, London’s largest opportunity area and what will become the UK’s largest regeneration project.

Her brief includes seeking to maximise the benefits of the significant rail investment at Old Oak, most notably the High Speed 2, Great West Coast Main Line and Crossrail super-hub stations, to oversee development of an exemplary masterplan for a world-class place and to drive forward the preparation of a comprehensive and coordinated delivery and growth strategy for Old Oak and Park Royal.
